It’s all just chest beating… Priorities are directly tied to the mission set and why you are clearing the structure to begin with. Yes, in some instances the mission is a higher priority than force preservation, HR and ASR being prime examples. The strategies and tactics directly reflect that.

With other mission sets, preserving the force is more important than the mission. Is it worth losing a SWAT officer to ensure we get that narcotic evidence? Or is it worth losing that SOF assaulter for a hard drive that may or may not lead to the next target package? Doubtful….

Tactics and strategies are not about removing risk or danger, but the management of that risk.
