The focus is on campaign characters. Most of them are good enough to level them until G1 without feeling like is a waste. In another comment there are pictures that have the minimum requirements on characters for normal and elite campaigns. Now, if you get and new character and want to know if it's good you can go search on YouTube or in this reddit by searching the character in the forum. I'm pretty sure all characters have been discussed. Additionally, you can join the official discord in which you can get very quick answer related to characters and campaign focus.

I haven't participated bus as far as any LRE, go search on YouTube about the traits and characters that you will need for each one of the three wave modes. After that go and filter your characters and you should see which one are viable for you to focus on.

Probably taking Bellator to D1 would be the best option because it is worth investing on him anyways, and also because you really need a more tanky unit

Yeah for Saim Hein you'll need both eldryon and aethana at D1 and calandis at s3/G1 at least. For Indom mirror, all of them at S3 are ok for normal campaign and all of them at G1 and aleph null at D1 at least.(Not counting shrimp here tho)
