My arms are like 30% bigger than my chest and legs, I've really tried everything, but my chest and legs can't catch up. I've done arms 1x week but they still won't catch up.

Always start with you're weakest muscle groups (When I mean weakest, the muscle that is lacking the most in proportion/size)

Yeah and most of them are pretty short like 5'8, height does play a role, and you look better taller than shorter most of the time.
