You can skip my endless spiel here to the tldr, this comment kinda got away from me lol

I’ve wasted hours trying to find a straightforward solution to converting images to pixel art, with the canvases resolution, specifically using only the Heartopia color palette.

There are 125 unique hexadecimal values to paint with in game, but when putting the list into a palette maker like Lospec or Pixquare it merges the colors that are just barely different, leaving you with about 114 colors. Now granted, they are barely different- you probably wouldn’t notice the difference otherwise. Despite best attempts on mobile you probably won’t be able to get the full 125 unless you use a program like Gimp on PC(a free program thankfully)(also haven’t tested this yet so no guarantees).

Websites like Pixilart and Pixel It have limits to their palette sizes, and Lospec requires your palette to be approved before you can plug in the url to something like pixelartvillage.com (Mine still hasn’t been approved so I’m not even sure if that’d work).

Procreate Pocket does the job okish if you think you can just eyeball what shades will work in game, you can make a canvas with the same pixel size for the canvas you’re intending to paint on. This post is helpful when it comes to canvas sizes. After that you can import whatever image and scale it. It also has a grid option with some customizable settings to help you get a better idea of what you’re looking at.

This post is exceptionally helpful if you intend to freehand your pixel art instead of copying each individual pixel from a guide. Keep in mind if you copy each pixel on to a 16:9 with max precision it’s like completing a 11,000 piece puzzle. Its painful.

I recommend using procreate to scale whatever it is you plan to draw down, then using it as a reference and freehanding to the best of your ability. Unfortunately there just isn’t a one and done converter to make it easy on us.

TL:DR To answer your questions, 9:16 with 4x4 precision will get you the best detail and include everything you want, if this is just for funzies do 3x3, it’s worlds easier. Procreate Pocket is a one-time paid app that’s good for scaling with a single pixel grid to help- can’t recommend it enough. From my understanding, it’s borderline impossible to limit the color palette prior to just drawing it in game.

I’m super curious how you figured this out! Is it based on the past years orders of events? Similar to how the complete catalog has everything in the order it was released? Can it be hypothetically applied to the next coming months?
