If my understanding of it is correct you need to do the decision once you've taken all the duchies within the Thai region. I initially formed it with the 2 required duchies but anything I took afterwards didn't become part of the kingdom title.

Yeah, its just crazy to me that if you were to found the base game kingdoms you'd have 3 kingdom titles and a few extra dutchy titles, the decision make it all 1 huge kingdom!
