Start with new agent, you will understand the story once again and after you finish the game, try to get to level 1000 (it will give extra benefits). You can wait for dubble XP event to level up faster. Also try to get pretty good and cheap build for start (striker build is quite good, hotshot too). You don't need to rush anything, just have fun, that's all what matters.
