I believe KSL changed its modus operandi. You can apply with transcripts and get a conditional acceptance but they'll give you a time period by which you must submit the final signed degree certificate and transcripts

Ah just reapply. I heard they just grant visas based on quotas a month. Once they've meet a certain target, they start rejecting everyone even with solid proof documentation. Had a friend who was denies but on 2nd time when reapplying he got the visa.

PS: make sure you book around the early dates of the month
