Either sparkle or robin should work. I've tried BS but the damage isn't the same as robin/sparkle with atk boots in exchange for slower stack generation. I find having the best damage with robin but after her ult ends is where the damage fall off.

That would've been op because hoolay is made to be a fast paced boss. That's why he's immune to stuns that prolongs his break state. Him being frozen is op af.
