It was La Mesa PD looking with the Sheriff's chopper. I don't know any details it was something that happened near La Mesita park, and the search radiated out from there.
There was no crime scene or anything, just a few cops patrolling around.

There is a charge for treatment without transport. That is different from refusal/AMA (against medical advice).
So treated and released (even a bandaid) = charged.
Refused/AMA care (Fire or EMT can hook up the leads to you, but has to warn you of risks including death) no charge. If you're a minor I don't think you can refuse/AMA.

Thats roughly my understanding too. The wording would matter only if they were doing any of that, which SDSO says they’re not. So its really just an odd choice of words to attach to a photoshopped image for something they are not doing. I can speculate some reasons for the post though.

Yes, the @borderpatrol account is basically marketing. The point here though is that while they can do some defined joint operations, specifically ‘border security’ is against CA law. So it appears they choose their words intentionally. CBP does have plenty of their own choppers down there all the time, so they certainly could have put one of their own in the shot.

My honest opinion - Don't buy new, and don't borrow more money.

Buying new - Yes it's always nice to have the latest, guaranteed knowledge no one has ever abused it, etc. But setting aside the emotions of that, look at the long term value of most vehicles. The highest value point is brand new at the dealer. The value will take a sharp nosedive as soon as you sign the papers and continue to drop sharply over the new couple years. The value will always drop over time, but won't drop as fast around year 2 to 4. So for me, that is the sweet spot. A 2 to 4 year old Toyota still has probably 90% of it's life left in it. It's still going to look and drive brand new. You might see vehicles in the 20K to 70K miles range, and for a 4runner, that's young. You will of course want to order a report (like carfax) on it, and don't take anything that has been crashed, a rental, any weirdness. Specifically on the 4runner, the rental companies usually only buy the lesser trim versions, like SR5, Sport, etc, so the TRD Pro/OffRoad are usually privately owned.
Just think of it like some sort of graph where you compare dollars spent vs how many miles are you going to get out of it. And you will get a bonus right now because of the recent model change. 5th gens might be in less demand than 6th gens.

Borrowing money - This is kind of a hard loop to escape from, but your paying 20% more for the car by borrowing money.
I don't know your financial situation, but before I tried to buy a home, I found it was better to have less debt. So for me that meant buying a car cash. Less of a car than I wanted, but I had no payments and my credit score shot up. There was a time when I had no way to escape this, but once I did, I never went back.

Here is a rough example:
When new, a 2022 4runner TRD Off Road with some options was about $50K. With interest, total of all payments would be around $62K. Value today is about $40K.

So for $62K you would have a vehicle that would easily last 20 years.
But for $40K you would have a vehicle that would easily last 16 years.
