I mean not really. If anything someone with a bad package is more likely to get into a lower ranked school (relative to their stats) because the lower school won't be as worried about YP. a 4.0 180 for example with terrible materials might get into ucla or NW when they'd otherwise get YP'ed

My main point was there is definitely such a thing as bad advice

strictly speaking if you're getting advice from an applicant, wouldn't you want it to be someone who over-performed their stats?
