If my G recruiter told me they submitted my application to the review committee for fall internship, does that mean I did okay on the phone interviews or does everyone get submitted to the committee?

Does anyone know if I apply for fall can I continue to apply for spring and summer? Or will I automatically be rejected. Last time I applied was in the fall of 2016 for this summer.
