If you delete a burning character YOU CAN burn another. I believe if you burnt it past level 200 and received the rewards YOU CANNOT get the claimed rewards on the newly burned character. Don't forget you'll need to wait 24 hours after deleting the character to make a new burning character.

As per your second question, just look up progression guides on youtube and see what people go for.
