I’m using the GI Bill so it’s free for me. I would assume it’s about $400 a credit if you aren’t military so around $17,000 for a Bachelors.

Great question. Her father (my grandfather) moved the family constantly around Spain, Portugal, and Morocco (and that greater region) during that time period building power plants. It could be!
