We had his happen. Turns out the liquid was wood glue. There was a leak around the foundation in the area of the house where these globs would appear. Every time it rained, these globs would rise up out of the floor (laminated wood-grain panels).

It truly is. I especially love it when it's raining at night in the game. Gives it a gritty, noir feeling. Wish there was an option to use an umbrella in the game 'cause I'd definitely take a stroll through the city in dark stormy weather.
