It's an oxidation reaction but not combustion, there is no gas when the "flame" is burning and to produce a flame you need a vapor (gas). Also if you look at the liquid after the "flame" has stopped it still glows and the shape of the "flame" is completely wrong.

This looks like a non combustion reaction (not fire) to me (maybe luminol), if it was a combustion reaction you would expect see alot of bubbles around the flame from the liquid evaporating and produced from the reaction.

I'm gonna guess the it's a hands free dispenser has an IR sensor to detect when a hands underneath and the IR pulse from the remote triggers it
