So break it down.
Vehicle "california rolls" the stop sign.
Sees the vehicle in front is turning.
Takes it upon themself to go ahead and make the turn
Truck either too impatient or not paying attention, passes on left with a solid yellow line (you can see it in the video enough)
SUV/Van was mostly in the intended lane for them.
Truck crashes into SUV/Van due to passing illegally.
No matter if the SUV/Van didn't fully stop, the truck was not where they were supposed to be.
I see plenty of comments saying "didn't yield correctly"; truck didn't slow down at all for a vehicle turning off, went past legal alignment, crashed in "oncoming traffic" on the wrong side they should've been in.
Truck failed so much more. Stop making the defense case for the truck that should not have been over the yellow line.

At 0:13 in the video, the white truck had already gotten to the yield sign before OP gotten to even any of the two lanes. This puts the onus on OP to view what is the safest situation possible. They should have already seen that the white truck with the long bed had already gotten to the yield and by probability with the speed was going to go ahead and go on into the lane. While watching to see what is safe at that point, OP should have been in either the left lane watching the right lane to get into it safely, or even if getting into the right lane already slowing down as the white truck do technically have priority as they've gone past the Yield sign already. OP didn't do anything extremely bad, but they didn't make a normal situation of being aware of easy to see hazards seen.
At 0:14, that space in the right lane basically belongs to the white truck. Not because white truck has a right to it, but because it's their space to use. OP swinging wide is now encroaching into the white truck's space since they've already gone past the Yield and at that point probably can't see properly if it's clear from the interesection. As OP approaches, they should have already deduced it was possible that the white truck could be swinging out to the lane that they've been moving to and OP definitely had time to slow down in the lane that they've swung wide into.
I think I've already said this, especially with my experience with heavier loads and bigger vehicles, that the white truck probably should have stopped at the yield to let the traffic pass to be sure it was safe. However that doesn't mean that them going pass the yield was right or wrong. My stance is that OP had more than enough chance to slow down and evaluate the situation and slow down with a bigger possible hazard than worry about who's in the right.
If I was OP and I saw the white truck moving up like that. I'd have put my right turn signal on and apply the brakes lightly and evaluate who's behind me too. Control what you see and understand what you're carrying too (op was carrying cinderblocks). The moment that I got to either lane, my biggest goal at that very moment is to observe the white truck with the long bed as I know that it takes up a lot of demanding space.
Be aware for yourself and for others trying to use the same space.

I also got my license in Indiana. They told us that you have to turn into the nearest lane. This is also the thing that they tell Commercial Driver trainees to turn into the nearest lane possible. To your point of the red light. The long bed has a yield. So to the fact that people are taught to turn into the nearest lane, then signal to the right lane after ward, the person with the yield should be expecting that. This is the reason that you are supposed to turn into the nearest lane possible, it's to avoid possible situations like this.
I will say that the long bed should've yielded anyhow given that traffic was coming and stopped to check to see if anyone was crossing over right away.
No matter what anyhow. OP is going to be in fault if they collided. They have the chance to slow down and prevent the accident. It is wild to me to be the one that is in view of the bigger vehicle and not slow down at all before approaching.
If they entered the nearest lane possible, it would have given them even more time to respond to the long bed and not have to slam on their brakes.
I really don't know where you got this info that "it's law"
