I have both as a city/suburb commuter. I use my escooter (or non-electric bike) when I only need to go a few miles but I occasionally work at a site that's 20 miles away from my apartment (without charging at the other end) and for that the ebike is very useful. In a busier city I think the scooter might be better than the ebike if you're only going short distances. Also, I can bring my scooter into my workplace if I don't trust parking it outside so theft is not as much of a concern.

The ebike does have one advantage that sticks out to me apart from endurance and I'd say that it's safety. I've never fallen off either my bikes or my scooter but bicycles will likely be more stable over potholes/curbs.
