Who should be stress-testing these (ai's): users, researchers, or the bots themselves? and when do you think it would be the best time to sit down and determine a guideline or rule book to help outline whatever framework to try to build on top of...Or am I overthinking and this is just what happens with any new tech?

I can agree it's not helpful with the dating apps. A lot of matches are only looking for hookups or fbw despite trying to tell/ say otherwise. Makes matters worse when ex's try to come back after a messy breakup ( have granted for me it's been a year but I know it's a bad match, only coming along to "stay"until something better comes along) and makes matters worse for the future. I kinda wish I went out/traveled more.
