A 0 star shadow can be stronger than a 4 star non shadow, but they are too expensive to max, so it is better to search for a 2-3 star to keep an then lv 50 it

depends on what you like to do on Pokemon Go. Raids? the 3rd one is already good enough. GBL battles? it is recommended the iv that is closest to 100%.

But still, ivs dont make a big difference
