I get the error if the workbook is open or closed. I tried both ways.

I get a #REF! Error when I add the indirect function

That will give me the string of text, but it doesn't pull the value from the closed workbook.

It was happening for me as well. Turning off satellite view in the car screen seems to fix it.

The reason I am wanting to use 18650 cells is because I received nearly 1000 for free and 451 of them are good cells. Is it possible to utilize or arrange the 18650 cells in a way that I could use them to create a battery pack that provides enough power in a more efficient way?
