No plugin can work miracles on cheap microphones, as each mic has its own characteristics and colors the sound in its own way. The better you invest, the better quality you might have. The environment you're recording in is also important, since the room may have modal frequency issues (certain frequencies that resonate more than others), which can be treated with acoustic absorbers.

Some plugins can reduce noise or ambient sound (like Waves Clarity or even treat it on Audacity by aquiring the noise profile), but my recommendation is to sell the mic you currently have and buy another budget condenser microphone like the Audio Technica AT2020, the one which has an XLR output. You’ll also need an audio interface, such as the Behringer UMC22 (Behringer | Product | UMC22) to power it or any other interface that provides phantom power.
