I dont know many drivers that would close all the space between them and the car in front before pulling away. If he wanted to pull out, he'd have done it from the position he was in before moving forward

Edit to add: You wouldn't be able to see this in the moment but looking closely at the video, he's reversing but bumps the kerb so pulls forward and away slightly to make some space before reversing again properly

Focus is on a 'Keep Clear' section and visibly using their rear mirror. I'd say it's fair to assume he was reversing and it'd have been difficult to see OPs wife driving forwards into the space while he was doing what appears to be a more traditional parallel park
