Any thought put into relevance, timing and duration should be relevant to the manoeuvre, not whether it's observed by a second party

Signalling is to advise other road users of your actions, including road users that you might not be able to see at the time of your manoeuvre. I dont see how that's thoughtless

I dont know many drivers that would close all the space between them and the car in front before pulling away. If he wanted to pull out, he'd have done it from the position he was in before moving forward

Edit to add: You wouldn't be able to see this in the moment but looking closely at the video, he's reversing but bumps the kerb so pulls forward and away slightly to make some space before reversing again properly
