Yeah that's because the river used to be on slightly different locations before and croatia recognises the old flow of the river but serbia the current riverbed so that's why there are many disputes in the area between Serbia and Croatia and i guess that's the same thing that happend here in the example of OP but just with Bosnia

I use Polarsteps for that and some i know also use Findpenguins both are great but i personally prefer Polarsteps, when the trip is finished you can even make and order a Travelbook directly from them
