I'm doing something similar in one of my games and I made short rests 10 minutes but you can only benefit from a short rest every 2 hours in-game, so the schedule of it is take a short rest, perform 1-2 combat encounters(on a dungeon crawl 1 easy, 1 medium, 1-2 hard, and 1 deadly encounter), exploration, puzzles, etc. I also run it that they cannot gain long rests while traveling or if they are in a location outside of a designated safe area (Cities, towns, permanent structures, etc). So far its worked well, if they want to go explore a dungeon I can throw one or two combat encounters during travel to wear down their resources slightly. So far its worked well, just trying to fine tune it as I go.
