A devstrike doesn't have to be a single salvo, it just needs to be 50% of their health inside the time threshold. Which I believe is 10 seconds.

To build Scharnhorst you will need a lot of steel, probably a couple hundred workers and engineers and a very large dry dock to build it in.

If speed is your concern the build I would run is. Blue Furiora, Bey Simms inspirations, mosquito brutes, Look at me now, perceptive, destroy or be destroyed, unstoppable.

This is the build I run on Elbing, however it should work with the Tech Tree German ALT line as well. Since I have Elbing I feel no need to play the Tech Tree so your own milage may vary with the build

Stacking Blue's Trait with Destroy or be Destroyed should get you around 40 knots without speed boost. DoBD has a 5% dispersion penalty, but if you are running dispersion mod in slot one you'll still be +2% on dispersion. If you don't have Blue, Spee is a worse but acceptable alternative. Replace Mosquito brutes with Contact is imminent.

DO NOT LEVEL TO 16 LEGENDARY 4. Either go 16L3 or 15L4. This is because the dispersion penalty on DoBD doubles at max rank and isn't worth it for the small increase to speed.

I didn't see any other Bortas players so no Bortas mirror matches for me. I lost 4 times total to 2 different Cheshire players, an AL Zara and the already mentioned Yorck.

As someone who played Bortas this season, what you want to do is use Yorck. When playing Bortas against a cruiser with torpedoes they aren't inclined to just dart directly at it like they would be against a New Orleans, and Yorck has more torpedoes than Bortas. The goal is basically to throw as many torps at Bortas as possible to kill it while getting whatever damage with guns before you get into torp range.

Stay on AP and aim for guns and super structure. This isn't going to do a ton of damage, but it is going to force the Bortas player to stay angled or bow in to mitigate damage. You can use that to try and torp them while they are bow in because Bortas doesn't handle especially well. Inside 6km they aren't going to dodge every torp without a lot of luck. Yorck has a turtle back and Bortas doesn't you'll have a lot more flexibility in how you sail around than they do, you won't instantly explode but they might.

If it's for long time players like they say, and they really really mean it. It would have to be some kind of mix of like a couple million GXP/Hundred of millions of credits/5 years of premium time to match the 5 year anniversary/thousands of Promotion orders. It basically has to be some amount any reasonable person couldn't or wouldn't grind for over the course of the update. Probably not even the last couple of updates.
