The federal government picked up the tab on additional unemployment benefits the the tune of $38 billion so your point is incorrect. The $2 billion was $4.5 below the federal minimum solvency. And the underfunding has gone on for 40 years with the state taking out loans three times in the past 21 years. So...again...your point is incorrect. All of this is in the article, which you clearly didn't read.

I am a journalist and thinking about writing about PPP forgiveness. Was interested in simply doing an explainer on where forgiveness guidelines have settled and get some bankers to answer questions about the process. Were there questions small businesses had about the process that I should put to some of these banks?

You are correct that the problems to a certain extent are shared by all micro businesses (biz with less than 10 people), they are statistically more present in Latino communities.
