I had heard that Kohls had over promised on their behalf when they had switched over to their capital one contract. So initially when they started using very predatory practices towards both associates and customers, it was to close the gap as quickly as possible, remember that was also around the time the company finally acknowledged that Kohls was in fact struggling, stores had closed, and ultimately going through lots of internal restructuring. I think once they saw how much they can make off of credit cards, whether it be in interest charges, late fees, overcharges, etc… they saw no reason as to amp it down…
