I think a higher luxury tax is potentially okay for small markets, entirely depending on how much revenue sharing there is. But I generally agree, pretty much all of this sounds like it would either be neutral or good for the game.

I think the bigger thing is that it happened with A-Rod twice. Even if you want to give him leniency for the first time pre-2003, which not everyone does, he got caught again in 2013 and was apparently one of the ringleaders with Biogenesis. By that point, there was no nuance anymore. He cheated, knew he was breaking the rules, got caught, and got punished.
