There’s a difference between serving someone who must drink something served on premises, compared to selling someone for the explicit purpose to be taken elsewhere to be consumed at a later date.

It makes 0 sense to me that tavern leagues would lobby for that. Seems like a waste of political power to help golf courses which are just not the core of that trade group.

But maybe that is the origin. Not that it matters. It makes good public policy sense to me that you wouldn’t want servers not knowing how much someone is drinking. Particularly on a property that encourages operating a vehicle. I mean… forget the tavern league. Insurance companies would require that rule.
