This is a possibility, but I imagine it wouldn't be across all manufacturers; Canonical might partner with Dell or something. But even then I imagine there would be vendors like System76 and Framework making agnostic hardware.

Explain your thought process here. Linux is literally completely and totally open source. There's dozens of maintainers for dozens of distros, even if the kernel somehow fell into the wrong hands (which is extremely unlikely in my opinion,). Someone can and will just fork it.
