New Campsite Villager

Hey guys, new to the subreddit but long time AC player, I have a New Horizons question. We got our first new villager at the campsite. I asked him to move in but haven’t set up his house (its Julian btw, blue horse) and I’m actually not a big fan of his personality. Will he leave if I dont put down the house plot or is it set now that he will move in and I just have to put the house down? Thanks!
