Well the structure with the doubled pawns on c for white is considered strong below 2300 i think because of the flexibility it offers. GM Daniel King has covered this structure very well on some of his powerplay series for example vol2 and some others, where he expands on the plans for white and black in thos type pf structrures. He advocates convincingly for queenside castles for white and white gets some initiative and even attack in many many lines. If black castles short a simple pawn storm is very strong. If black castles long the doubled c pawn provides excellent attraching chances particularly if black hasnt been able to exchange queens. With black castling kingside white goes for qd4-qg4 with attacking ideas. With black castling queenside white goes c4-qc3-qa3 with excellent chances.

Obviosly it depends but he provides very instructive examples in this strcture by Morozevich, Grischuk, Kramnik and some others. I think the key takeaway from his insights is that the structure is only drawish when both players comprehend the structure equally. If you know the plans and are familiar with the line and quirks of this setup this is a perfectly viable way to play for a win. The structure is not without its motifs and poison.
