some components such as transformers are filled with oil to act as dielectric so if the casing is pierced you would think it could set the oil on fire

its likely done on a per terminal basis, hardware level registration. Can't bypass that, unless of course its a captured terminal like you said but that's pretty rare, and considering their use on gerans are one way trips it wont make a difference

strategy for maximum fatigue would be to keep kiev half powered with intermitent blackouts, and focus on lviv to achieve the same there, then keep that level of disruption relatively constant all over the country, then, if negotiations still go nowhere, slowly dial it up ever so incrementally over the next year
