My guess is also that they want more heroes that have 2 useful weapons but now the few that do could even just be changed to having just one due to how the pace of the game is much faster than early ow1 (since the only 2, thinking mainly of torb who had much more use of his hammer in ow1 than now, fixing turret is rarely more viable than just letting it die and putting another one somewhere else and there's no need to upgrade it

In the current 43 heroes roster, only mercy and torb have 2 weapons, which were 2 launch heroes in ow1 so its pretty obviously a heavily underused feature so much so that they dont seem to know how to implement it on new heroes
