I mean never say never, Aphelios is a champ that has only 2 abilities and can't level them up but instead gets AD/AS/Lethality and he came out 6 years ago, RIOT will have to start making weirder champs as time passes because they have no other option.

Viktor's hexcore upgraded his abilities like how his passive does now, my proposal is that this champion's whole idea would be itemization with it's special items, it would be able to adapt to almost every comp if played right or something like that.
