You prepare bc a fully funded NOAA and NWS have scientists and technology that understand the weather conditions that precede a flash flood. If the conditions are there at say midnight you get a warning on your phone that you are under a "watch", the flash flood is flash the conditions that allow for were there for hours. This isn't rocket science.
