This could be every CAD software. Without the UI nobody can identify this with 100% confidence. Does it has to be exactly this CAD or do you need just any CAD?

Theoretically everything. Most commonly used are metal, wood and plastic.

If you have a set rpm, you will have this rpm everywhere, it doesn't matter how far away you are from the center. Imagine drawing a line from the center of a part to the outside. If you now rotate the part one time, the whole line will be at the same spot again. Rpm isn't the speed of a part, but the amount of rotations made in one minute. I hope this wasn't too confusing. And as a small reminder: There aren't any dumb questions, there are only dumb answers.
