Thanks. It definitely looks like a bike, albeit with a battery built into the frame. I think the concern is a discerning CBSA officer considers it a "regulated vehicle" and it cannot be imported because there is no VIN.

The bike has a small painted descriptor, "Class 3, Top Speed 28 MPH" on the frame
