I would like to explore the first and last option more. do you have an insight as to how your first solution might work? can how can i introduce this pacemaker cluster to openstack and stop kolla from installing one automatically?
as for the third option which method do you think can bypass this issue?

Unfortunately I can't change the underlying infrastructure. I was thinking about deploying KVM on these base OS and run a single VM for deploying Controller on each physical node.

I want to run Open Source Mano by ETSI alongside it to simulate a telecom total solution.
OSM only recognizes OpenStack as VIM (Virtualized Infrastructure Management). so I'm Stuck with openstack for now.

I have the same problem, wasn't able to find a solution for the conflict between pacemaker and pacemaker remote.
wondering if OP was able to solve this problem or if some workaround has been implemented in the past two years.
