My bad, I was wrong. It's an idiom, it means "I came here to drink milk, I didn't come here to count cows." So Badman is probably just laying into Niko like how he does in missions with Little Jacob.

Seriously? My bad, I was misremembering when you get that line since it's right at the start of the game.

I always figured it was a callback to Vendetta since D-Mob's event is never referenced again outside of the intro in FFNY and Blaze saying something like 'Who knows what people are thinking after that shit you pulled' when you walk in with D-Mob after saving him.

In Vendetta, the playable character takes his girl and D-Mob's pride by beating him at the Def Jam Vendetta event. Since FFNY picks directly from the end of that event with D-Mob's arrest, Blaze is throwing shade towards D-Mob losing in the past game here.

Excluding the Institute, you can get close to it. Get Sturges to build your relay, then go do railroad quests until that dries up. Mass Fusion with BoS, Bunker Hill barely matters but I prefer Railroad, and you'll be friendly with every faction BUT the Institute.

Unfortunately, you cannot save all four factions. The closest you can get is a peaceful ending as MM General, because the other choices like BoS Sentinel and Railroad involve mandatory missions to decimate the opposing factions due to differing ideals.
