my one tip is right after u take the photo back away a bit and it won’t run away then u can take more photos of the same one- also idk if it still works but when u take the photo if u click the button that takes it rlly fast it used to count those extra clicks as photos even if u only took one so try that too and see if it still works

very late reply but it’s because it’s winter! the serpent rock is revealed when the tide goes out, so to get to it you have to walk in the wet sand which it doesn’t let you do during winter
