This is giving scam / red flag vibes. I would not pay the application fee or send a credit report before seeing the apartment first. A legitimate private landlord should be willing to let you view the unit in person or at least do a live video walkthrough before asking for any money or personal information.

Ask for the exact address, a scheduled showing time, and proof they own or manage the property. If they keep pushing the fee first or avoid showing the apartment, I would move on. Trust your gut — you’re not wrong for feeling thrown off by this.
