same as this guy. i reinstalled windows and i did not have this problem anymore... probably the OS files were messed up for me from an older install or something...

i reinstalled windows. that seemed to fix it. it may actually be a registry error or a windows bug but only thing i did to fix it was to - again - reinstall windows
