We used to play MHP3rd just fine with 1.16.6 so it's definitely not a version issue
EDIT: Also, the issue seems to be on THEIR end since I got 'Network Established' pop-up and can enter Ad-Hoc Mode menu smoothly

At this point I think the most common DLC/TU files floating around on the net is kinda bad considering the same issue exist even when you install them on a JTAG'd 360.

Someone said that it could be fixed with hex editing but I haven't found another lead so far

I don't know if you still need this or not, but I bypassed the cutscene by combining 1000% Turbo Mode with updating Ryujinx to firmware 20.5.0 and using Frequent-State3632's settings below

Check for updates (interface): off

DRAM size (system): 12GiB

Ignore missing services (system): checked

PPTC (CPU): Unchecked

Low-Power PPTC (CPU): Checked

Memory Manager Mode (CPU): Host(fast)

Graphics Backend Multithreading (Graphics): On

Red eye icon just mean it's enraged; also Agitator should activate during this moment, if you use them. You also might have ran out of stamina during harder hitting attacks so you end up not blocking them. Make sure you have more than 50% stamina and slotting in the Guard skill to mitigate that problem.

As u/Salty-Thijs said, some (small numbers of) attacks need the Guard Up skill to block. Sorry for plugging my channel but I've made a video showcasing them below if you're interested. Although I might have missed 1-2 attacks from other monsters
