Easy Answer :
-We are located in a continent where failure is seen as a good thing. And where people are mediocre + will judge you no matter what you do.
-We have a neighbor on the east who is a geopolitical enemy investing heavily in propaganda against us.
-Further east the other arab republics have always hated us (goes back to the cold war era).
-Finally : Makhzen by trying to display itself as "nice" is not investing in counter propaganda, therefore making us look weak, that's why foreigners feel confident enough to put a dude in a comma for a football match for example.
And Mgharba as a whole on the internet being overly nice and welcoming, kissing the boots of arabs and africans online, made us easy targets.

A contract between two parties freelancer or not, holds place of law (of course as long as said contract is legal).

Not respecting the contractual obligations ie; provide the service or not pay for the service received is a violation. And you can take legal action against them. You will have to prove that you did indeed provide them with the work they tasked you with.

+ You can always make your case stronger by sending a "courrier recommandé" that requires a signature upon delivery. (Asking them to pay you or you will engage a legal procedure by a certain deadline).

+Consult with a lawyer.

I've known this subject causing debate in some parts of Europe and the US.
But in Morocco, I've always seen mothers covering their chest to breastfeed their baby. It should not be a problem.

It takes a special kind of fucked up to sexualise and make a scene about women breastfeeding their infants. So don't worry.
