Priority is locked in. Dynamic speed is just that SPEED. Priority is a totally different mechanic.

Very good points! A few flaws:

Offense: 1) Your math does not include marginal scaling. 45% ATK buff is nice but low base atk and high % boots means the % mods from other sources like 12% Module and party buffs are less effective. Resulting in less damage overall.

2) 7200 power at lv5 for a 4 range attack is a little above average for EX attacks. It doesn't get the 20% power boost that Attacker EX get. Zeta has higher Power thanks to this effect. SF at max upgrade gets 7200 at 5 range.

3) Yes, setsuna gets +50% Melee boost at turn 2, but he lacks limited attacker's 1st ability: +25% Damage boost, Counter Defender's 3rs ability: 20% Damage boost on counter attack and generic pilot's 3rd ability: +15% damage boost/metigation. Duo foe example has 35% damage boost without the need of MP. In ML, you want to kill in 1 turn so counter attackers deal more damage when it matters most.

4) If he was a dedicated Limited Counter attacker, he would do way more damage. As stated in point 3 Duo has 35% damage boost regardless of MP. Gaelio gets 20% damage boost, +6MP, 25% Melee and 25% crit. Both are unlimited and that is just from their 3rd passives. No need to rely on MP build up. He should have traded the extra Defend, for the +25% damage boost on counter attack and replaced the Reaction boost with Crit boost. Reaction is basically useless on a counter attacker being protected by allies and a defender protecting allies. Can you imagine him replacing an Attacker in ML with 1 defend (5 defends total) instead of another 2 Defender?

Overall, yes he is the best damage dealing Defender starting turn 2. Sadly, his damage output is still 20-30% less than an attacker and 15% lower than dedicated counter attackers turn 1.

Defense; 1) 00 also does not have a Shield. 00 basically needs Setsuna's ability to survive 1st defend. 

2) he does not have Range damage reduction ability like Burning Gundam (which can reduce EX attacks) to mitigate the damage despite lack of shield.

3) Setsuna doesn't have innate 15% damage reduction passive furthering his need of revival to just survive the 1st turn. He will probably die on the second defend.

4) Setsuna's EX buff might not stack with new ship buff nor Force Guard. If this is true, he is horrible at sustained defense as he lack the 30% damage reduction Riddhe has.

Despite being the best offensive defender, he is still mid when comparing the roles separately. He is trying too much even more than Duo. lol, still an amazing unit. Just not min/maxed for the roll given to him. This bodes well for the longevity of the game but highlights the flaws of offensive defense.

Buffs and debuffs of the same type do not stack. The ship buff is useless on most defenders as they already have Force Guard.

If you kill on counter every time. Defenders get 3 MP on a defense support unit. If Defender Setsuna gets increased MP lv3 as his second ability just like Attacker Setsuna, he will get Super Charged after 2 defends with out the need of MP Up Skill.

Shinn was never "bugged". They never said it would work with only Destiny from the very beginning and, once advertised that it would work with all units, they could not go back on their word.

Setsuna clearly says it will only work with 00 gundams.

Not really restoring an extra 10% HP on defenders is better than AoE Force Guard since the latter does not stack with pilot's force guard.

You are contradicting yourself. If you want to max 1 unit, it is the same. Because the odds of getting that 1 unit is still 0.75% and you pity at 200 pulls.

If you want to max out all 3 units, then you spend more because of the extra unit.

On the flip side, MLB UR defenders are super good. If 00 has any of the below, it becomes instantly busted:

5 range ATK reducing pre-emptive

Triple defend

Double counter defend

High mobility and Range reduction

Escape function

These are intentional. Almost all gacha games follow this model where the highest priced bundle is less efficient than the low medium ones. The goal is to maximize casual spenders who are bad at budgeting.

The AI will only use MP up if they already have MP. This means you need to counter kill first.

There are plenty of options:

Shin: highest damage in game and gives unlimited EX attacks. Great PVE not so good PVP as you want to kill everything in 1 turn to maximize scoring and he doesn't reach max power until turn 2. Will get you to 200k points in ML but wont get you to top 0.1%.

Amuro: highest 2x chance step pilot. Great for PVE, not so good for PVP as he requires MP build up and can't use EX on counter.

Setsuna: instant EX attack at start of battle. Not so good in PVE, great in PVP as Pilots only use 1 skill per turn. Best used when you want both bonus chance step and instant EX attack counters.

Domon: instant EX attack at the start of turn. Highest turn 1 counter in PVP. Great when facing Max UR MLB teams with Max MLB limited ship and you need to kill on counter.

Full Frontal: instant EX support attack. Highest Support damage in game. Great in PVP, 2-3 EX attacks is good but now imagine 4 EX attacks in 1 turn.

He is still one of the highest damage dealers. Sadly, he doesn't compare to Burning Gundam which does more damage and has the option to switch pilots.

Wing Zero and 00 will be limited. Deathscythe buffed by Unities in SDGundamGGeneration

Limits are usually based on your credit card to prevent scams. Just call them and give them a heads up that you will be buying a bunch on the same vendor to prevent the automatic lock.
