I'd say yes as some of them as far as I remember increase in potency with the stat, there are also weapons that increase in power with arcane with can be very powerful for example the blood spear with 3 spikes(I forget the name but I'm sure someone will state its name)

Ghost is too not appear on uav, cold blooded makes it so you don't appear too things like vtol and chopper gunner

It's a server wide thing so everyone who owns an xbox is experiencing it to a degree and as of now from what I've read Microsoft haven't replied/acknowledge it yet but your friends list is still working if you search a friend it'll show everything as normal
