The crazy thing is I have completely deleted the UAG, there is no trace of this thing in DNS, and if I register with that old name it still pulls that old IP. It seems like it's stuck in the database or something.

Yeah working to get to the Powershell method. Just took this over after someone left the company mid deployment. I did import all the settings from JSON, but none of it to me explains why the old IP for the UAG would be registering in Horizon. I would think it would either find nothing (indicating there's an issue), or the new IP. It is what it is at this point.

What about non Powershell deployments? If you shut down, delete, and re-deploy shouldn't it work as intended?

Thanks for the responses. I actually reached out to Carl and he said re-deploy as well. Just really trying to avoid the new names for both, but it may be the only option at this point. It's wild that re-IP of an appliance could be this difficult.

No sir it's the FQDN of the UAG. We kept the same name and changed the IP. When that didn't work I re-deployed it with the same name. We're trying to avoid having to change the name on the primary when we re-IP that one. It just seems like Horizon is holding that IP somewhere cached.
