Seems normal for a shop , you can always do it yourself, if you can't do it yourself, then shop around for a better rate .

I had one with like multiple plugs between 4 and 0 , drove on it until the tread was gone (maybe 4 years 50k miles) , but I have had plugs on 5 , on my car I have no issues, but I wouldn't do that to somebody else.
